CTRAN operates its programs and services without regard to race, color, and national origin, in accordance with Title VI of the Civil Rights Act of 1964, and for persons with disabilities under the Americans with Disabilities Act of 1990. Any person who believes they have been aggrieved by any unlawful discriminatory practice under Title VI or the ADA may file a complaint with the Chemung County Transit System - CTRAN.

If you believe you or others:

  • have been discriminated against due to race, color, or national origin
  • have been excluded from participation in or denied the benefits because of that discrimination
  • have been subject to discrimination under any C TRAN service, program, or activity

A complainant may file a complaint directly with the Chemung County Title VI Coordinator by following the complaint procedures, which are also found on the agency’s website.

In addition to the complaint process at Chemung County Transit, individuals and organizations may also file a complaint by completing a Federal Transit Administration (FTA) Office of Civil Rights complaint form and submit directly to the FTA and/or New York State Department of Transportation (NYSDOT). Complaints should be signed and include contact information and should be sent to Chemung County and to:

Request for Reasonable Modifications: C TRAN will make reasonable modifications to its policies, practices or procedures when requested to do so by individuals with disabilities when such accommodations are necessary to avoid discrimination on the basis of disability.  Requests for accommodations will be considered on a case-by-case basis and may be denied if: 

Granting the request would fundamentally alter the nature of the authority's service, programs, or activities;

Granting the request could create a direct threat to the health or safety of others;

Without such modification, the individual with a disability is otherwise able to fully use the authority's services, programs, or activities for their intended purpose.
